Defendant was spotted by plain clothed police officers

FINES and a period of disqualification have been handed down at Newry Magistrates to a Drumgullion Avenue man whom the court heard operated an electric scooter without their being a valid policy of insurance in place.

Facing the charge as well as an additional count of having no driving licence was Ronan Devlin (25) of Drumgullion Avenue, Newry.

The court heard how 8.25pm on September 19 of this year plain clothed police on mobile patrol in an unmarked vehicle would observe the defendant Devlin driving an electric scooter within the vicinity of the Armagh Road Newry.

Police would then see Devlin turn into a junction leading in to Drumgullion Avenue wherein he pulled up at a property, folded the scooter up and walked up the steps.

Police then approached Devlin wherein he told them that he only once held a provisional licence with police seizing the electric scooter on account of it having no policy of insurance.Addressing the court a defence barrister would describe Devlin as never in his lifetime having a full driving licence.

"He is a 32 year old man who lives with his grandmother. The scooter was valued at £200 and he was using it to go to and from the shop.

He has never held a full licence in his life but has never before broke road traffic legislation." Disposing of the case District Judge Natasha Fitzsimons would impose upon Devlin fines totaling £325.00 whilst disqualifying him from driving for a period of two months.
